Service Line Overview

KPMG’s Government and Infrastructure Advisory team works across the breadth of clients working in the public realm. This includes agencies of the Government of Hong Kong SAR, Statutory Authorities, Public Institutes and Non-Government Organisations as well as private companies. We combine best practice functional capabilities across technology consulting, managed services, infrastructure projects, risk consulting and ESG – and combine this with a deep understanding of the economic, social, environmental, political and financial drivers shaping the Government & Public Sector landscape.

We are looking for an Associate Director / Director with 10+ years of experience in the Government & Public sector with strong focus on infrastructure. Strong capability of business development / account management together with proven track record of delivery of large and complex infrastructure programmes, both within the construction industry and consultancy firms, is key for this role. Being a client facing role, the candidate is required to bring their own network of industry contacts as well as instigating and developing new client relationships.

Key Responsibilities

Originate & Convert

  • Work with Sector Leaders, Function Teams and Account Teams to understand the key plans and establish good working relationships with leaders across these areas
  • Instigate and develop key client relationships in new areas of focus
  • Identify new major pursuits and develop and execute major pursuit plans including Contact Mapping, identifying and working with Sector, Markets & Functions team members to maximise our chances of success on priority targets
  • Proactively manage the pipeline of Government & Public Sector target opportunities and liaise with all internal stakeholders to assist in early Go / No-Go decision making
  • Work collaboratively with Pre-Sales / Function teams to ensure Go To Market Material is adequate for client / opportunity pursuits
  • Regularly update key stakeholders on the market and client issues with respect to the public sector
  • Support the build of key client relationships, including the development of client stakeholder mapping and client contact lists and activities to drive more interactions with key clients
  • Understanding of KPMG-wide services, solutions, thought leadership to determine which programs, events and initiatives would be relevant to the key clients
  • Undertake capability gap assessments and competitor analysis
  • Identify key Pipeline opportunities that may need regional/global support to enhance the win rate of regional/global opportunities
  • Suggest and contribute to ways we can collectively win more pursuits in the sector/accounts that you support

Delivery

  • Setting up, initiating and delivery of engagements originating from successfully converted opportunities
  • Leading as lead client partner for selected infrastructure clients to oversee holistic delivery of suite of engagements
  • Nurture and develop talent pool internally for deployment and delivery of engagements
  • Active involvement in project delivery through forming and leading teams originating from various KPMG functions and third-party partners as required by engagement needs
  • Inquisitive mindset paired with deep sector knowledge to act upon challenging clients’ requests for the success of the project
  • Adaptive to changing environment through good connectivity within the KPMG global infrastructure team and wide network of industry contacts

Experience & Background

  • Minimum of 10+ years work experience with significant experience in sector / account / business development roles
  • Proven track record in delivery of large, complex infrastructure projects / programmes (incl. PPP), with experience gained in the client / contractor field and / or working on consultancy projects
  • A recognised degree in relevant disciplines, preferably in finance, accounting, engineering, surveying or project management related disciplines;
  • A professional qualification in finance, accounting, engineering, surveying or project management is an advantage, e.g. CFA, HKICPA, HKIE, ICE, IMechE, RICS, APMP or equivalent;
  • Demonstrate leadership and people management skills and the ability to influence at all levels of the organization
  • Consulting Sector and Client-side Public Sector experience highly desirable
  • Sound understanding of business functions such as Technology, Project & Change Management, IT, Finance, MI Reporting, Enterprise Risk Management, Procurement & Vendor Management, ESG and Public Infrastructure
  • Demonstrable competency in strategic planning and business development
  • Working knowledge of data analysis and performance/operation metrics
  • Excellent written and verbal communication and presentation skills in English to be able to articulate coherently from conceptual discussions to complicated situations
  • Excellent interpersonal skill to be able to build professional relationships and represent the business internally or externally
  • Superb problem-solving skills, dynamic and innovative mindset
  • Excellent command of the detail and the big picture
  • Willingness to travel.
