IT Manager (Technology Risk & Infrastructure) - Regional Corporate & Investment Bank

Responsibilities:

• Perform technology risk assessment to identify gaps and work closely with senior stakeholders to execute risk mitigation measures to fulfill HKMA regulatory requirements & guidelines
• Review and update all IT related procedures, policies, and user guidelines
• Design & execute relevant IT strategies to enhancement the branch overall IT operation capacity in Hong Kong & fulfill HKMA requirements
• Ensure continuously high availability of banking system – STET, AEOI, and HKTR
• Manage the branch’s IT infrastructure including network, storage, file server and also external network (HKICL ICLNET)
• Collaborate with operation team & vendors to ensure continuously availability of Clearing and Remittance system – Bloomberg, Euroclear, Hong Kong Interbank Clearing Limited (HKICL) e-MBT/i-MBT, CMU System, SWIFT Alliance, etc.
• Coordinate with headquarter and vendor on all system implementation and maintenance
• Coordinate external vendors to ensure timely first-tier technical support and advice on IT devices, including desktops, laptops, printers, phones, mobile devices, conference and meeting facilities, etc.
• Coordinate and support system enhancement project
• Provide training to all staff within the branch whenever necessary
• Manage IT vendor and outsourcing contracts, review contractual deliverables and perform acceptance testing for system
• Support any ad hoc project assigned by management

Requirements:

• Bachelor degree in Computer Science, Information Technology or above
• 6 years + Banking IT infrastructure & Risk experience
• Knowledge in HKMA guidelines and Supervisory Policy Manual (“SPM”) on IT risk and cybersecurity eg. Cyber Resilience Assessment Framework (C-RAF 2.0), Cybersecurity Fortification Initiative 2.0 (CFI), etc
• Previous experience in providing assistance on handling regulator’s questionnaire would be highly preferable
• Prior project management experience on system enhancement would be an advantage
• Good command of verbal and written English & Chinese would be an advantage
