Job Purpose:
Compliance Governance, Oversight and Reporting reviews within one unit in Compliance for the purpose/benefit of benchmarking practices across different BU/SUs internally and identify specific area/unit of concerns against external industrial standards. Promote bank-wide compliance culture/conduct by establishing and implementing up-to-date compliance policies and procedures to ensure the Bank comply with all relevant laws, regulations in HK on an on-going basis. Conduct and orchestrate risk analysis, assessments against the regulatory standards in compliance with relevant regulatory reporting. Maintain and foster good relationship with regulators as well as industrial fora to protect the Bank's reputation.
Responsibilities: - Design and formulate bank wide annual compliance review plan with the Head of Compliance with reference to the risk assessment framework adopted by Group Compliance
Supervise the dedicated compliance teams, namely central compliance, T&O compliance as well as compliance testing and ensure quality deliverables with no modus operandi and lapses within the HK Compliance team, and ultimately the HK LCS teams in accordance with the HK regulatory standards
Liaise and orchestrate with the Group Compliance Testing team for execution of their compliance review work specific to Hong Kong
Issue review reports and provide valid recommendations to BU/SUs on observations identified. Ascertain all follow up actions raised during compliance reviews are resolved
Lead the team responsible for complaint investigation related to mis-selling of investment and insurance products. Where necessary, provide recommendations to DCO/BU/SU Management for enhanced measures on internal control
Act as the primary contact point of regulatory & industrial bodies
Assist in other projects and duties as may be assigned from time to time
Orchestrate and coordinate in the course of bank-wide regulatory examinations
Lead and take charge on the compliance risk assessment related exercises and support / assist on the bank-wide HK LCS playbook on an annual basis
Requirements: - Bachelor's degree or above in Law, Finance, Accountancy or related disciplines, or possession of legal or accountancy professional qualifications
At least 12 years' relevant experience in:-
compliance / legal or risk department of a bank or authorized / licensed financial institution; or
a local or overseas banking or relevant financial supervisory body; or
a professional legal or audit / accountancy firm with banking or financial services compliance / regulatory advisory experience
Good exposure to dealing with risk assessment, governance & oversight and regulatory reporting matters
In-depth knowledge of banking, securities and other financial services related laws or regulations, compliance best practices and understanding of financial products and operating business
Ability to understand the business, analyze issues and formulate appropriate recommendations
Business focus, innovative and with the ability to balance risk and control with good corporate governance, record-keeping ; and
Logical thinking, excellent analytical and problem-solving skills
Good leadership skills with effective interpersonal, communication and presentation skill
Ability to develop and coach staff as well as foster compliance culture/conduct in the Bank
