Hong Kong Microelectronics Research and Development Institute Company Limited

The Hong Kong Microelectronics Research and Development Institute (MRDI) is a limited company incorporated in June 2024 and is wholly owned by the Government of the HKSAR. The objective of MRDI is to promote microelectronics development in Hong Kong with a view to developing it as one of the leading institutions for supporting microelectronics development in the Asia-Pacific region. The MRDI will focus on supporting the research and development (R&D) of third-generation semiconductors as an emerging technology. The major functions of the MRDI are as follows:

(a) focus on R&D to help the industry improve its competitiveness, meet the needs of Hong Kong and Guangdong-Hong Kong-Macao Greater Bay Area’s economic development, develop technological innovation, and expand industrial application;
(b) provide a common platform to pool together top-notch researchers from universities, R&D centres and the industry to achieve “collaboration among the Government, industry, academia and research institutes”, so as to enhance the I&T ecosystem in Hong Kong;
(c) work closely with the industry to formulate the major long-term technological development road map and strategies of the MRDI in order to overcome key technical hurdles in commercial application; and
(d) operate the newly procured pilot line equipment which serves as a bridge between innovative research and mass production and provides support for R&D and innovative design for industrial production.

MRDI is governed by a Board of Directors comprising members from the industry, academia, relevant professions and Government representatives. The Board is supported by an executive team headed by the Chief Executive Officer.

Responsibilities of the Chief Director (Corporate Services)

The Chief Director (Corporate Services) is the head taking full responsibility for the administrative matters of the MRDI. He/She works under the steer and delegated authority of the Chief Executive Officer and reports to him/her. His/Her main responsibilities include:

(a) to assist Chief Executive Officer to plan and implement policies and procedures relating to MRDI’s corporate matters;
(b) to act as Company Secretary to provide company secretariat support to the MRDI Board of Directors and Committees, handle company secretarial matters to ensure compliance with statutory and regulatory requirements;
(c) to be responsible for the full spectrum of legal matters, IP-related issues, finance and accounting matters of MRDI, including financial planning and management, financial reporting, budgeting, audit matters, etc.;
(d) to oversee the general administration of MRDI, including manpower planning, recruitment, salary and other benefits, performance management, staff training, and ensure they are in compliance with the relevant guidelines of the ITF/ HKSARG;
(e) to assist in the setting up of the MRDI, in particular the accommodation planning and moving-in arrangements; and
(f) to work closely with the policy team in Innovation and Technology Commission and answer their enquiries.

Core Competencies of Chief Director (Corporate Services)

The Chief Director (Corporate Services) should possess the following attributes/qualifications:

(a) proven people management, communications, team building, stakeholder engagement and resource allocation skills;
(b) strong management skills and rich experience in administration;
(c) while deep specialist knowledge in any particular technology is not required, a good knowledge in science and technology will be highly desirable;
(d) ability to work with different sectors and stakeholders effectively, including but not limited to the Board, government officials, staff, industrial/technological communities, business, financial, academic and public sectors, as well as the media;
(e) passion for and belief in innovation and technological development in Hong Kong, with a deep desire to make it happen; and
(f) proficiency in the English and Chinese (preferably both Cantonese and Putonghua) languages.

Remuneration
The Chief Director (Corporate Services) will be employed on a contract basis for an initial period of three years, renewable upon agreement of both the MRDI and the employee. The remuneration package of the Chief Director (Corporate Services) in the range of HK$2 to $2.3 million. Apart from a fixed annual salary, the package includes performance-based variable payment and fringe benefits such as annual leave and medical coverage. The exact packages are subject to negotiation depending on the experience and calibre of the selected candidates.
