Associate Director (Digital Transformation) *[Ref. R/187/25]

Reporting to the Associate Vice President, the Associate Director (Digital Transformation) at City University of Hong Kong plays a pivotal role in leading and driving the University’s digital transformation initiatives, ensuring they align with the strategic objectives, enhance user experience and foster innovation across academic and administrative domains. This role requires a blend of strategic vision, operational as well as technical expertise and strong leadership to successfully manage change and deliver impactful digital solutions.

Duties

  1. Collaborate with senior leadership and key stakeholders to define and execute the University’s digital transformation strategy;
  2. Identify emerging technologies and assess their potential integration into the University’s ecosystem;
  3. Lead and supervise teams responsible for delivering digital transformation projects including HRIS, research management system, stakeholder management system and other smart administrative platforms;
  4. Oversee project lifecycles from concept through procurement, development, testing, training, and deployment;
  5. Manage vendor relationships including tendering, contract negotiation and performance monitoring;
  6. Develop, maintain and enforce governance structures, policies, standards and best practices for digital initiatives;
  7. Act as the primary liaison between IT, academic departments, administrative units and external consultants or vendors;
  8. Facilitate user requirements gathering and validation to ensure solutions meet diverse needs;
  9. Lead change management efforts to support adoption and mitigate risks associated with digital transformation;
  10. Coordinate with internal teams to ensure seamless integration of new systems with existing infrastructure;
  11. Monitor project budgets, timelines and quality to ensure successful delivery; and
  12. Promote continuous improvement and innovation in digital services and processes.

Requirements

  1. A Bachelor’s degree in Information Technology/Computer Science/Business Administration or related field; a postgraduate qualification is preferred;
  2. Extensive experience in digital transformation, IT project management in higher education or large organisations;
  3. Strong knowledge of digital technologies, systems integration, data management and software development lifecycles;
  4. Proven ability to manage complex projects and lead cross-functional teams;
  5. Strong analytical and problem-solving skills to assess project outcomes and effectiveness;
  6. Excellent communication skills, with proficiency in written and spoken English and Chinese (including Putonghua); and
  7. Strong interpersonal and stakeholder management skills with ability to engage and collaborate with diverse teams and stakeholders.

Salary and Conditions of Service

Remuneration package will be highly competitive, commensurate with qualifications and experience. Appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes.
