The Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ) is a statutory body that accredits academic and vocational programmes under the Qualifications Framework to ensure that they meet the quality standards. We offer professional and exciting career opportunities in a dynamic work environment. Applications are invited for the following position:

The appointee will report to the Deputy Executive Director (Vocational and Professional Education and Training) (DED (VPET)) and conduct accreditation services of sophisticated and strategic nature. The appointee will also assist DED(VPET) to manage the Vocational and Professional Accreditation (VPA) unit of the HKCAAVQ and provide professional supervision to the team members.

Major responsibilities

  1. Planning and leading complex accreditation projects, and providing expert advice on quality assurance;
  2. Participating in development work related to the Qualifications Framework;
  3. Development and enhancement of accreditation and consultancy services locally and in GBA;
  4. Development and enhancement of accreditation services for emerging types of learning programmes such as micro-credentials, work-based learning, school reviews, collaborative learning programmes involving hybrid mode (both online and offline) locally and in GBA;
  5. Development of international quality assurance services in VPET through establishing international networks and alliance;
  6. Promotion of VPET through earlier and better awareness, acceptance and articulation, e.g. facilitation of school based VPET training;
  7. Engaging in the development, monitoring and review of the HKCAAVQ’s quality assurance process, accreditation framework, and policies and procedures;
  8. Fostering and maintaining relationship with existing and potential clients, government bureaux, local and non-local quality assurance and accreditation bodies, and other relevant stakeholders;
  9. Conducting research, collecting and collating information on the standards of local and international qualifications, as well as developments in quality assurance, credit transfer and advanced standing, as appropriate, as relevant for the work of the respective functional area;
  10. Carrying out management, supervisory, leadership functions as assigned by the Executive Director.

Requirements

Applicants should hold at least a first degree comparable to HKQF Level 5 and at least 15 years of post-qualification relevant work experience in the education and training sector, preferably with post-graduate qualification at HKQF Level 6 or above. Experience in quality assurance work would be essential. We are looking for an individual who has a good understanding of the Hong Kong Qualifications Framework and of the vocational and professional accreditation sector in Hong Kong and beyond. The successful candidate must have strong management skills with abilities to drive change and innovation. Excellent track records in leadership, project development and management are required. Excellent written and spoken English and Chinese (including Putonghua); good presentation and communication skills are essential. The successful candidate should be proactive, reflective, and independent with foresight as well as a team player. Experience, qualifications and potential in digital technology related innovation will be an advantage.
