Investor and Financial Education Council

The Investor and Financial Education Council is a wholly-owned subsidiary of the Securities and Futures Comission (SFC), Hong Kong. Established in 2012 and supported by the Education Bureau and four financial regulators, the Investor and Financial Education Council (IFEC) is an organisation dedicated to improving financial literacy in Hong Kong. The IFEC manages an independent and impartial financial education platform, The Chin Family, which provides free information, resources and programmes to help people in Hong Kong plan and manage their finances. The purpose of this position is to champion campaign and digital marketing and lead the brand and media strategy to drive investor and financial education progress in Hong Kong, riding on the latest promotional channels and networks, to effectively drive investor and financial education progress in Hong Kong, China.

Candidates with less experience may be considered as a Senior Manager position.

Duties & Responsibilities:

  • Formulate the development of the IFEC brand and media strategy and digital marketing strategic plan to develop investor and financial education to achieve IFEC’s business objectives.
  • Drive investor and financial education through development and implementation of ATL / BTL / digital marketing campaigns with clear impact measurement matrix.
  • Oversee, manage, and lead the production and technical implementation of resources contents including IFEC’s websites, digital and gamification tools, e-learning resources and research for investor and financial education to raise public awareness, attract usage and create interest for the Hong Kong public, in a bid to induce correct behavioural change to make informed financial decisions.
  • Act as gatekeeper on all resources and contents, the daily operations of IFEC’s websites, digital and gamification tools, e-learning modules, and resources, together with IFEC’s social media channels to ensure good customer experience, smooth operation, with reputational risk management.
  • Review and revamp existing investor and financial education resources based on the latest digitalization trends and delivery channels to expand reach.
  • Integrate innovation and digital strategy into segmented investor and education campaigns where possible, with a focus on the tech-savvy young generation.
  • Support the IFEC Board and General Manager to showcase IFEC’s campaign and digital marketing capabilities both locally and internationally to establish thought leadership in the long run.
  • Ensure all campaign and digital marketing initiatives to be in compliance of all internal and external regulations such as, but not limit to, IT security and personal data privacy policies.
  • Oversee and manage IFEC’s budget control to ensure alignment with the approval criteria and both internal and external guidelines and standards.

Requirements:

  • Extensive managerial experience in campaigns, advertising and digital marketing, banking and financial services, and / or technology, NGO / public education related job experience.
  • A degree holder in a relevant discipline such as marketing, economics, business, digital marketing and technology, with managerial experience on marketing team leadership an advantage.
  • Minimum ten years of relevant managerial experience in advertising agencies, FinTech companies, banking and financial services marketing, NGO, or financial education related field.
  • Good understanding of the investor and financial education, campaign and digital marketing and Tech trends and its development in both Hong Kong and global.
  • Proven successful track record in running successful marketing campaigns and digital marketing programmes an advantage.
  • Good command of written and spoken Chinese and English.
  • Excellent communication and presentation skills.
  • Good with data management and budget control.
  • Strong interpersonal effectiveness and project management skills.
  • Change driver with good time management skills.
  • A mature, independent team player and an experienced people manager.
