The applicant must possess:

1. a recognised degree in construction / engineering discipline, with qualification in education or vocational training would be an advantage;
2. a minimum of 15 years’ post-qualification experience in construction management and / education or training with proven record in managing sizeable academic and / or vocational training institutes, experience in construction-related industry is preferred;
3. a track record of success in change management and project management;
4. demonstrated experience in strategic planning, academic programme development and fiscal planning at universities or sizeable academic / vocational training institutions;
5. excellent networking capabilities and be able to establish strong working relationships with government officials, academics, education professionals, industry practitioners and other key stakeholders;
6. strong motivation with excellent organising and time management skills; be result-oriented;
7. exemplary interpersonal skills and the ability to communicate effectively to influence all levels of hierarchy; and
8. excellent command of both written and spoken English and Chinese.

Duties include:

1. to formulate strategic goals and development plans for HKIC in line with the industry with provision of high-quality and suitable training programmes, and lead the industry to open up development areas on technology application, in collaboration with other departments and industry stakeholders;
2. to drive proactively on the formulation of strategic plans for improving the quality of training programme, facilities and teaching resources, in order to meet the manpower needs ahead of change of the industry in coming future;
3. to lead the School of Professional Development in Construction (SPDC) in delivering in- service training, including a series of signature programmes that designed to enhance industry safety, sustainability, and productivity.
4. to strengthen and broaden the network with local stakeholders, including schools, trade unions, trade associations, professional bodies, etc.
5. to foster strong partnership and bondage with overseas stakeholders and training institutes, including those in Greater Bay Area, other parts of Mainland China, Asian regions, etc. with a view to explore collaboration opportunities such as exchange programmes to enhance the capabilities and exposure of teaching staff and students;
6. to foster construction safety awareness by strengthening the content of safety training courses and the adoption of practical training and site experience with a view to educate students the importance of safety before they join the industry;
7. to instill for change and to advocate the wider adoption of new construction methods, technologies and other innovative solutions through incorporation into training contents and facilities;
8. to oversee the quality and assurance measures of various training programmes to ensure they meet up the required QF standards and be able to reflect market demand and requirements; and
9. to carry out any other duties as assigned from time to time by the Executive Director.

The position is on a renewable fixed-term contract (subject to performance and operational needs) for a period of 2 years.
