INFORMATION TECHNOLOGY SERVICES OFFICE

System Analyst (Ref. 240422011)
[to be appointed at the substantive level of Senior Specialist / Specialist]

Duties

The appointee will be a member of the Technology Enablement Team and be required to:

(a) lead or assist in leading software development projects and ensure successful completion;

(b) liaise with service owners and developers to facilitate software design and implementation;

(c) undertake quality assurance and control in software development projects to ensure the high-quality and efficient implementation;

(d) provide guidance and mentorship to developers, and oversee their work to achieve project goals;

(e) perform incident and problem management in accordance with established processes, assist in security incident handling and major incident review;

(f) create comprehensive documentation, such as functional/technical specifications and user guides for the applications;

(g) handle user requests and provide technical support and guidance to applications’ users; and

(h) perform any other duties as assigned by the Director of Office or his delegates.

Qualifications

Applicants should have:

(a) a recognised degree in Information Technology, Computer Science or a related discipline with five years of relevant work experience;

(b) proficiency in React, Node.js, Typescript, HTML, JavaScript and CSS;

(c) experience in server-side web applications development using C#, MVC and Entity Framework on .NET Framework/.NET Core;

(d) strong experience in SQL and relational databases like MSSQL or MySQL;

(e) hands-on experience in CI/CD pipelines and microservice architecture;

(f) excellent interpersonal skills and systematic problem-solving ability; and

(g) effective communication skills in both written and spoken English and Chinese.

Conditions of Service

A highly competitive remuneration package will be offered. Initial appointment will be on a fixed-term gratuity-bearing contract. Re-engagement thereafter is subject to mutual agreement.
