Evangelical Lutheran Church Social Service – Hong Kong (ELCSS-HK), one of the largest NGOs in Hong Kong, was established in 1976. With an innovative, caring and people-oriented approach, we provide integrated services to the grassroots and the disadvantaged.

ELCSS-HK was awarded to operate Tuen Mun District Health Centre (TMDHC), a 3-year pilot programme commissioned by the Health Bureau, aims at providing diversified primary healthcare services which include health promotion, health assessment, chronic disease management, community rehabilitation to the people living or working in Tuen Mun. It adopts 6 major components of lifestyle medicine intervention which include healthy eating, avoidance of risky substances, physical exercise, sleep health, social connectivity and stress management as the philosophy of its services. TMDHC not only promotes health awareness but also advocates smart life (integration of technology) and health self-management. Currently seeking high caliber candidates to join our team to work for promoting primary health care for the community and developing healthy life style of Tuen Mun residents

Key Responsibilities:

  • Responsible for full spectrum of HR functions including recruitment, compensation and benefits, performance management, training and development as well as staff engagement and retention
  • Oversee administrative functions including procurement, fixed assets management, equipment repair and maintenance, facilities management, domestic services, office supplies, licencing and insurance as well as internal logistics for TMDHC Core Centre and 5 Satellite Centres.
  • Ensure compliance with statutory requirements, including fire safety, occupational safety and health, personal data privacy and uphold staff’s code of conduct.
  • Prepare and review contracts and tender documents for procurement of goods and services to support smooth operation of TMDHC
  • Handle complaint, feedback and incident reporting processes
  • Provide secretarial support to governing committees
  • Prepare annual budgets, monitor and control office and sundry expenses
  • Develop, review administration policies and guidelines and, streamline operational procedures and workflows
  • Provide insights and recommendations for continuous quality improvement and risk management.
  • Lead and supervise a team of administrative staff and outsourced service assistants

Requirements:

  • Degree in Business Administration, Human Resources Management, or related discipline
  • Minimum 10 years working experience in HR & Admin field with at least 5 years in supervisory or managerial role
  • Strong analytical, organizational , communication, and people management skills
  • Proficiency in Microsoft Office applications including Word, Excel, PowerPoint and Chinese Word Processing
  • Proficient in spoken and written English and Chinese
  • Preferably with relevant experience in social welfare, medical and / or sizable organizations
