The incumbent will provide strategic direction, maintain risk governance, and safeguard the organization against operational, technological, cyber, third-party, and compliance risks.

The Head of Risk Management will lead the enterprise-wide risk management function of the clearing house, with a strong emphasis on technology risk and cybersecurity risk. This senior leadership role is responsible for overseeing the risk management framework, ensuring it remains robust, adaptive, and aligned with evolving external and internal environments. The incumbent will provide strategic direction, maintain risk governance, and safeguard the organization against operational, technological, cyber, third-party, and compliance risks.

• Technology Risk (IT & Technical Infrastructure)

  • Manage risks associated with IT development, payment systems, and data centers.
  • Ensure resilience of technology services critical to business operations.

• Cybersecurity Risk

  • Lead the defense against cyber threats, including prevention, detection, response, and recovery.
  • Develop and maintain cybersecurity strategies, incident response plans, and technology protection measures.
  • Ensure compliance with industry best practices and regulatory requirements.

• Operational Risk Management

  • Oversee risks related to clearing and settlement operations.
  • Ensure coverage of finance, HR, and administrative risks.

Profile

• Proven track record (10+ years) in enterprise risk management, with significant leadership experience.
• Strong expertise in IT risk management and cybersecurity frameworks.
• Experience in financial services, clearing houses, or payment systems preferred.
• Familiarity with regulatory requirements in Hong Kong (HKMA) and international risk standards.
• Demonstrated ability to lead cross-functional teams and manage complex risk portfolios.
• Excellent communication skills to engage with senior stakeholders, regulators, and the Board
