Key Responsibilities
Architecture & Design
- Own the overall solution architecture for CMS upgrade and related FM digital platforms (ACRS, micro‑learning, APIs, IoT, dashboards).
- Produce high‑level and detailed designs covering applications, data, integration, infrastructure, security, and operations.
- Define architectural standards, design patterns and reference architectures for hospital and tunnel solutions.
Integration & Data
- Design and govern integrations between CMS, CCeP, ACRS, internal systems and client systems using APIs, ETL and messaging.
- Work with System Analyst / Senior Developer and CMS Product Owner to define data models, mapping rules, and interface specifications based on the projects list.
- Ensure solutions support accurate reporting, analytics, and future AI/automation use cases.
Stakeholder Collaboration (IT, Operations, Clients)
- Translate business and operational requirements from FM operations teams, hospital and tunnel clients into technical architectures and roadmaps.
- Run workshops with contract managers, client representatives and IT teams to validate designs and implementation plans.
- Provide architectural guidance to Network System Supervisor on infra/network/security impacts of new solutions.
Innovation & Roadmap

Evaluate and recommend new technologies (IoT sensors, robotics, AI image tagging, people counting, etc.) and integrate them into a coherent roadmap aligned with Serco regional ambitions.

Support pilot design and roll‑out with clear success criteria, technical approach, and handover into operations.

Security, Compliance & Risk
- Embed Serco Information Security Management Regulation and Risk Management Regulation requirements in solution designs, including access control, encryption, secure operations, and business continuity.
- Work with CISO/Information Security Manager to ensure alignment with corporate standards and NIST‑aligned controls where relevant.
Delivery Support & Governance
- Provide technical leadership throughout the solution lifecycle: estimation, design, build, test, deployment and transition to BAU.
- Review and approve technical designs from internal developers and vendors; ensure documentation and knowledge transfer to operations/support teams.
- Contribute to tender responses and client proposals with architecture views, high‑level designs and technology narratives.
Qualifications & Experience
Education
- Bachelor’s degree or above in Computer Science, Information Systems, Engineering or related discipline.

Soft Skills
- Excellent communication skills in English and Chinese; able to explain complex technical topics to non‑technical stakeholders.
- Strong facilitation and documentation skills (architecture diagrams, design documents, interface specs).
- Collaborative mindset, able to work closely with IT, operations, vendors and client teams.
- Practical, delivery‑oriented, comfortable working in a lean team with hands‑on involvement.
